However, recently the Town Council introduced an ordinance regarding the homeless population.

“The ordinance was intended to reflect that spirit by ensuring the safety and welfare of homeless individuals, including discouraging outdoor encampments in public spaces which is particularly dangerous during the Winter months, with the intent of directing them towards more appropriate services and accommodations”, said Mayor Dougherty.

However, after receiving feedback from the community members and advocates, the ordinance has been withdrawn from further consideration.

“I truly want to ensure that we take the time needed to fully understand and address the concerns that have been raised. Your voices matter, and I appreciate your input as we work towards a better solution together. I look forward to working with the County, State, and community partners on this important issue”, said Dougherty.

MORRISTOWN, NJ — Calling all coffee lovers — New Jersey’s first coffee festival will now have some local representation.

The inaugural event, scheduled for March 22 from 11 a.m. to 4 p.m. at Bell Works in Holmdel, will showcase more than 40 coffee, tea, and food vendors. Attendees can sample different brews and pastries, learn new brewing techniques and enjoy much more.

The final lineup was recently announced, featuring a familiar name. Enjou Chocolat, the premier New Jersey chocolatier based in Morristown, will be participating as one of the food vendors.

Located at 8 Dehart Street in Morristown, Enjou Chocolat has been redefining the art of chocolate-making for over 44 years. The popular chocolate shop boasts more than 50,000 molds but typically creates delicacies in small batches, producing only 10 to 12 pieces per day, unless there's a large order.

Owner Wendy Taffet previously told Patch that it’s the meticulous care and freshness of each product that has made Enjou Chocolat a staple of Morristown since 1983.

"The majority of our recipes are definitely the same as we did it in 1983," Taffet said. "I was taught if it ain't broke, don’t fix it, and I kind of live by those rules."

The chocolate shop offers dozens of delicious creations, with some of the most popular being sea salt caramels, chocolate-covered pretzels, Nonpareils, peanut butter meltaways, almond buttercrunch and more.

Festival attendees will be able to purchase and take home a selection of Enjou Chocolat's signature treats.

With a ticket to the coffee festival, attendees will receive samples from each beverage vendor, along with the option to purchase full-size drinks, beans, merchandise and more.

In addition to shopping from festival vendors, guests can attend Brew School and Coffee Conversations, where they can gain expert coffee-making tips and explore the rich culture of coffee through engaging discussions.

Tickets for general admission are now available online, with early bird pricing currently in effect. VIP tickets, which have already sold out, included all the benefits of general admission, plus early access at 10 a.m., reserved seating, a commemorative coffee tumbler, and more.

Tickets are currently available for $24.99, with prices set to increase on March 2 when early bird pricing ends.

Forecasters warn that Morris County could experience snow, sleet and freezing rain Wednesday night.

MORRIS COUNTY, NJ — Forecasters warn that a wintry mix of snow, sleet, and freezing rain could lead to messy travel across Morris County as precipitation moves in Wednesday night into Thursday.

A winter weather advisory is in effect from 11 p.m. tonight until roughly 1 p.m. on Thursday, per the National Weather Service. Hunterdon, Somerset, Mercer, Gloucester, Camden and northwestern Burlington counties are also under advisories.

Total snow and sleet accumulations of up to two inches, along with ice accumulations of up to one-tenth of an inch, are forecasted to impact Morris County over the next 24 hours, potentially affecting road conditions.

"The potential exists for dangerous amounts of ice accretion into Thursday," said AccuWeather Meteorologist Brandon Buckingham. "This poses a risk for tree damage and power outages as the storm moves through."

The National Weather Service warned that roads, especially bridges and overpasses, are likely to become slick and hazardous. These conditions could impact the Thursday morning commute.

Motorists are reminded to slow down and use caution while traveling. For the latest road conditions in your area, call 511.

Due to icy conditions, a Code Blue Alert has been issued for Morris County from Feb. 4-5 and Feb. 7-11.

When the county health officer declares a Code Blue Advisory, municipalities with homeless populations, situational homeless, or transient populations are expected to activate their Code Blue response plans.

The Morris County Office of Temporary Assistance can help with temporary shelter assistance, warming center assistance, rental assistance and utility assistance.

During business hours, many public libraries, shopping malls and senior centers serve as warming centers. These locations are intended to serve as a temporary location for a person to warm up, not as a shelter.

The new after-hours Code Blue emergency hotline is 2-1-1.

Folks will chip in either Irish or otherwise green appetizers and desserts. Of course, there will be Irish coffee and maybe a few pints of Guinness or "fizzy American beer." Yeah, right.

We are Irish and Jewish here at TAP Central, so corned beef appears often on our table. However, judging by the sales at Shop-Rite and elsewhere, corned beef may be a once-a-year food event for many people. Need an Irish hand to help you glorify this annual garlicky, salty pink entree? Let's go!

1. Buy a good one. Take advantage of the sales and do your best to bu a good-quality brisket.

2. Take it out of the bag in the sink and give it a good rinse. Take the chance to cut away most (but not all) of any extra fat. (Expect your corned beef to shrink by about 50%) Save the bag of spices. Dry the beef with a paper towel.

3. Prepare your cooking pot! In the bottom of a large stove-top pot (pasta?) or crock-pot, layer 1 roughly chopped onion, 2 chopped carrots, 3-4 chopped ribs of celery, the contents of the spice packet, a half teaspoon of ground black pepper, and 1 bottle of Guinness. (Adding beer to the cooking liquid removes some of the saltiness of the corned beef, while also giving a deeper flavor. Besides, you will then have the happy problem of finding something to do with the other 5 bottles from your six-pack!)

4. Set the beef on top and cover with with fresh water. Cover the pot. Set heat on medium/low and cook for four hours. In crock-pot on low takes the 7-8 hours. Do this before work, and come home to a house that smells like a deli. You will be ravenous.

5. While your beef is cooking, try your hand at preparing colcannon, a traditional and tasty Irish "mash" of cabbage, potatoes, leeks and butter. Peel and slice a few carrots and set them to boil. Serve them with a little butter, salt, and New Jersey honey for a colorful and tasty side dish.

6. There is no need for corned beef to be rubbery or stringy. Cook it as you would a pot roast until it is as tender as you like. (In our EB TAP family, we call this style of cooking "Florentine," after our grandmother Florence Pressman who put a pot on low or in the oven at 250 and just let it cook all day. There's no rush! Besides, you have those 5 bottles of Guinness to keep you occupied!)

7. Remove corned beef from cooking liquid and allow to rest on your cutting board for a while. Discard the cooking liquid.

8. Slice your delicious corned beef and serve with your colcannon and carrots. Accompany with rough, brown mustard (No Dijon, please. Far too winey.)

9 Be Irish for the evening, at least. Remember, smiling is required!
