PRESS RELEASE MARQUEE LIGHTING CELEBRATION
Pastors David & Patricia Silva alongside of the congregation of Centro Biblico of NJ, Inc., Celebrate with the entire community of the of the Town of Dover, the Baker Theater Marquee restoration to its original glory.
During one of the most difficult times in history, in 2020, the Dover area was hit with a damaging storm and high winds, leaving behind severe damage to the wooden structure of the marquee. This caused one of the panels of the existing sign to fall off and caused CBNJ, owners of the theater, to enter into a very long and arduous process of re-constructing the marquee.
The Baker Theater was placed on the National Register of Historic Places in 1981 due to its historical significance and importance to the community here in Dover, since 1906. When buildings are placed on national registries, it creates difficulties to proceed with restorations because of specific regulations surrounding historic places. Despite the difficulties encountered during the process, we saw God's favor with us.
For the first time since the early 1920, the town of Dover got its first glimpse of the original marquee. This project was designed and led by the CTS Group Architecture/Planning PA, a company with a vast experience in restoration of historic buildings and design and manufactured by Wagner Electric Sign Company located in Ohio. They have over 40 years of experience replicating historical theater marquees.
In regards to the project's funds, as a church we did not qualify for funding from the government or any other entity. As Pastor Silva says: “We pride ourselves in having rallied together to make this possible without the help of any grants or involvement of any outside entity. None of this would have been possible without the help of God and the members of our congregation.”
After more than 3 years of struggles, efforts, sacrifices, faith, diligence, and perseverance, we are privileged to present to the Town of Dover the new Baker Theater Marquee. The Marquee Lighting Celebration will take place on Friday September 29 at 6:45pm.
We Want to share with the community the exact words Chairman of the Historic Preservation Commission, Paul McDougall gave us: “The installation of the marquee, restores the Baker Theater Building to its prominence and is probably the most significant building in the downtown historic district”
The restoration of the Marquee to its original design shows to the community members of the town of Dover, our sincere interest in preserving the history of the Baker Theatre, recognizing its importance as an iconic building in the city of Dover. This is our gift, as a community of faith, to our beautiful town of Dover.

Dover has a new Third Ward representative after the Board of Alderman picked a former school board member and planning board chairman to fill an open seat. The board also selected a new municipal attorney at last week's meeting.
The board chose Michael Scarneo to fill its vacancy after former Adrian Ballesteros moved to California and resigned his seat on Jan. 8. It also voted to replace its longtime town attorney, choosing a Morristown firm to succeed Dover native Timothy Downs.
Scarneo was one of three names presented to the board by the Dover Democratic Committee to replace Ballesteros. The board considered two other nominees, Hope Summerset and Edward Correa, but deadlocked in 4-4 votes. It then voted 6-2 to appoint Scarneo to finish Ballesteros' term, which expires at the end of the year.
Scarneo, a 42-year resident, is a retired global services manager for Verizon and former 15-year member of the Dover Board of Education. He also chaired the town zoning board for 15 years. His appointment last week required him to resign as chairman of the Dover Planning Board.
"I've been involved in the town for years and years," said Scarneo. "This is the ultimate opportunity to give back, so I'm honored and thrilled."
Correa, who chairs the Dover Democratic Committee, praised Scarneo, who serves as the party's treasurer.
"With his experience and desire to serve the community, he will be an outstanding representative for the people of Dover," Correa said.
At the same meeting, Mayor Carolyn Blackman and a board majority voted to replace longtime municipal attorney Timothy Downs. With the newly seated Scarneo abstaining, the panel instead voted by a 6-2-1 margin to select the Morristown firm of Vogel, Chait, Collins and Schneider as the town's municipal attorney, with Thomas Collins and Thomas Molica as the lead attorneys.
"It's been my pleasure to serve my hometown as municipal attorney," Downs said. "I am disappointed in Mayor Blackman's decision, but I will fully cooperate with the new law firm and work diligently to ensure a smooth transition."
Downs was first appointed by former Mayor James Dodd in 2012.
"We just looked at the attorneys [bidding for the job] and the board decided it wanted a change," Blackman said.
Correa, a former alderman, criticized the decision to remove Downs, saying the new attorneys lack the "experience and institutional memory" Downs has as a lifelong resident with a practice in town.
The Dover Democratic Committee plans to meet in the coming weeks to consider endorsements in an election year that includes the mayor's office and alderman seats in all four wards. No candidates have officially declared as of yet, including Blackman.

In collaboration with Levitate Creative Services and Idea Cultural, Dover, NJ is set to launch the !Vivir, Amar, y Pintar! Arts Festival on Chestnut Street in Dover, NJ, on Saturday, August 26, 2023. The festival, taking place from 12 to 4 p.m., will commemorate the unveiling of a new 5,000 sq. ft asphalt mural and provide a platform for local artisans, vendors, and musicians to showcase their talents.
The event promises a diverse range of artists—from painters to sculptors—appealing to a variety of artistic tastes and styles. Attendees will have the unique opportunity to interact with the artists, gain insight into their creative processes, and even purchase their works.
Alongside the artistry, the outdoor festival will host a gathering of 20 artists and over 17 vendors. The festival will also feature a selection of food trucks, providing food and refreshments to attendees.
Prominent participants include The Kubert School—the nation’s sole graphic arts school dedicated to cartooning and comic book creation, which will engage children in activities. Noteworthy artists, vendors, and entertainment acts, including Bouncy Castles, kids’ art activities, stilt walkers, and live music performances by Tropy Band and Terry Grande, curated by Idea Cultural, will add vibrancy to the festivities, featuring a mix of genres so that everyone finds something they enjoy listening to.
Highlighting the event will be the unveiling of a monumental 5,000 sq. ft asphalt mural on Chestnut Street. The mural, a collaborative effort led by lead artist Mustart and Levitate Creative Services, will transform a plain asphalt surface into a visually striking masterpiece, utilizing the community as the driving force for creative flow. This historic launch of Dover’s first public art was made possible through grants from Morris Arts, and in partnership with the New Jersey State Council.
The festival’s significance extends beyond its artistic appeal. CANVS, an interactive platform specializing in documenting street art and artists, will capture the creation of the mural—facilitating the local community’s engagement with the artwork.
“The !Vivir, Amar, y Pintar! Arts Festival showcases the transformative power of public art and underscores the unity of creativity and community,” said Alex Dougherty, a City Planner for DPD and partner for Levitate. Together, they will complete Morris County’s first-ever asphalt mural, which will be arguably one of New Jersey’s largest.
The festival aligns with initiatives like Vision Zero—aimed at eliminating traffic fatalities and injuries, making roads safer for all. Additionally, Avenues in Motion, a local nonprofit, will assess the impact of the asphalt murals on driver behavior and community dynamics. “City Planning is more than real estate and vertical development. When you plan and design your city with the pedestrian in mind, you’ll win every time,” said Dougherty of the mural.
Generous support from sponsors such as Home Depot, Boost Mobile and others, has enabled the creation of this inspiring atmosphere. The festival promises an exciting day filled with art, music, food, and community, providing an unforgettable experience for attendees.
